OpenAI, Oracle and Vantage plan $15B Wisconsin data center campus

OpenAI, Oracle (ORCL) and Vantage Data Centers announced plans to develop a data center campus in Port Washington, Wisconsin, representing a $15 billion investment. The campus will feature four data centers providing close to a gigawatt of AI capacity, with construction beginning soon and completion scheduled for 2028.

The project is part of OpenAI and Oracle’s partnership to invest up to 4.5 gigawatts of additional Stargate capacity. The Wisconsin site, named Lighthouse, will occupy 500 of 672 total acres and is designed to operate with zero-emission energy resources and water-positive operations.

Construction is expected to create more than 4,000 skilled jobs, with most being union positions. Once operational, Vantage and Oracle plan to create more than 1,000 long-term jobs and thousands of indirect positions. The project is projected to contribute $2.7 billion to the regional gross domestic product.

Vantage will invest a minimum of $175 million in regional infrastructure upgrades, including expanded water and wastewater treatment facilities, upgraded water mains and sewer lines, a new water tower and power infrastructure improvements. The company has arranged a dedicated electricity rate with WEC Energy Group utility We Energies designed to protect other customers from price increases.

The campus will utilize 100% matched zero-emission energy through new solar, wind and battery storage capacity in Wisconsin. Seventy percent of the energy capacity will serve the Lighthouse campus while 30% will be available to Wisconsin consumers. Vantage plans to achieve water positivity through closed-loop liquid cooling systems and local water restoration projects.
